Dot Behrns, APN, FNP-C

Dot BehrnsChairperson
Dot serves as a Family Nurse Practitioner at Family Care Associates of Effingham, SC. Dot previously worked at St. Anthony's from 1977 to 1995, serving as a registered nurse and Director of Quality Management from 1988 to 1991.

In 2004, Dot was awarded the Illinois Rural Health Association (IRHA) Rural Health Practitioner of the Year Award, nominated by St. Anthony's. She serves as President of the Effingham County Health Department and is a member of the Alliance for a Healthier Effingham County. She serves on the Board of the Illinois Society for Advanced Practice Nurses (ISAPN) and is a member of the American Academy of Nurse Practitioners (AANP), Illinois Rural Health Association (IRHA), and Illinois Society for Advanced Practice Nursing.

Sister Marguerite Cook, OSF

Sister Marguerite CookSister Marguerite has served on many HSHS boards in Wisconsin and Illinois:  St. Joseph’s Hospitals in Breese and Highland, IL and in Chippewa Falls, WI; St. Vincent Hospital in Green Bay, WI; St. Francis Hospital in Litchfield, IL; and St. Elizabeth's Hospital in O’Fallon, IL.  

Sister Marguerite’s profession is as an Occupational Therapist working in Behavioral Health. She has worked at a number of hospitals including St. Elizabeth’s; St. Joseph’s in Chippewa Falls; Sacred Heart in Eau Claire; St. John’s in Springfield; and currently works in Behavioral Health at St. Mary’s in Decatur.

Carrie Crippen

Carrie Crippen is a lifelong resident of Effingham. After graduating from Effingham High School in 1992, she served in the Illinois Army National Guard for six years.  She has worked at Catholic Charities for about nine years, currently working as the store manager of Second Hand Rose Resale Shop. She also works with other local charities to benefit the Effingham community.  She has been a member of Effingham Noon Rotary for a number of years where she has served as Club President and as Assistant District Governor.


Kelly Haller, MD

Kelly Haller, MDKelly Haller, MD, specializes in obstetrics and gynecology and practices at Effingham Obstetrics and Gynecology, LLC. Dr. Haller has been a member of St. Anthony's Medical Staff since 1994. She received her medical degree from the Southern Illinois University School of Medicine, in Springfield.

Dr. Haller actively participates in community fundraisers, including but not limited to Harmony Playground, Crisis Nursery, Community Support Systems, In His Hands Ministry, Breast Cancer Awareness, Ballard Nature Center and Family Life Center. She also has hosted a large number of physician assistant, nurse practitioner and medical students through her medical practice. A mother of three children active in Illinois High School and Junior High School rodeo, she has also provided emergency services at some of the events across Illinois while her children are competing. Born and raised in St. Peter, Illinois, she has been a resident of Effingham County for over 20 years.


Father Michal Rosa

Father Michal Rosa currently serves as the Pastor of Sacred Heart Parish as well as serving as the school Chaplain at St. Anthony High School.


Lana Schmidt, MD

Lana Schmidt, MDLana Schmidt, MD, specializes in dermatology and practices at Springfield Clinic in Effingham.  She has been an active member of St. Anthony’s Medical Staff since 1999. She is actively involved in serval aspects of Altamont Community High School.


Bob Schultz

Bob is the president of the Schultz Investment Company, a private family office, and is Chairman of AKRA Builders, Inc..  In addition, he serves on a range of other corporate and non-profit boards.  He is a graduate of both the University of Illinois College of Business and the University of Notre Dame Law School. 



Marc Shelton, MD, FACC, FESC

Marc Shelton, MDMarc E. Shelton, MD, FACC, FESC, serves as the Vice President and Chief Physician Executive of Hospital Sisters Health System (HSHS). In this role, Dr. Shelton works with system leadership and physician and nursing leaders across HSHS to improve quality, patient safety, patient experience, clinical system delivery innovation and physician leadership. 

Dr. Shelton has been part of the HSHS family since 2008 when Prairie became part of the system. He previously served as the President of Prairie Cardiovascular from 2008 to 2019. Under his leadership, Prairie grew from having 55 providers with 32 outreach clinics to 120 providers at 50 clinics in Illinois. Dr. Shelton first joined Prairie in 1994 as an interventional cardiologist.  


Allie Weber

Allie WeberAllie serves as the Operations Manager/Research Manager at Walk Stock Farm, a family-owned swine farm based out of Neoga, Illinois.  She manages their Wean to Finish Department, working both with internal colleagues as well as independent contractors at satellite farms across Central Illinois. She also manages their commercial research barn, conducting trials internally for Walk Stock Farm as well as for hire to external nutrition and genetic companies. She previously worked for Nestle USA in Operations Management in their Operations Management Training Program, working in Illinois, South Carolina and California.  As part of her role with Nestle, she implemented Lean manufacturing in both a factory and a corporate setting and has applied many of these learnings from both school and the corporate business setting to her current position at Walk Stock Farm.

Allie has a degree in Agribusiness Markets and Management from the University of Illinois. Raised in rural Sigel, Illinois, she and her husband (an Effingham native) live in Effingham.


Eric Zeller


Eric has been the administrator of Effingham Ophthalmology Associates since 1996.  He is a life-long resident of Effingham and volunteers on several community boards.  Eric earned his Bachelor of Science in Nursing from the University of Illinois at Chicago and Master of Business Administration from Washington University in St. Louis. 



Theresa Rutherford, President and CEO

Theresa RutherfordTheresa Rutherford currently serves as President and CEO of HSHS St. Anthony’s Memorial Hospital.  As President and CEO, Theresa is responsible for all aspects of planning, operations, and financial management of the hospital.  Theresa joined St. Anthony’s in 2013, after serving several years as Chief Operating Officer at HSHS St. Mary’s Hospital in Decatur.

In her time at St. Anthony’s, Theresa has successfully led the hospital in advancing technology, enhancing quality, increasing colleague engagement, improving the patient experience, and reflecting transparency with community members.  Under her leadership, St. Anthony’s began offering robotic orthopedic surgery, the first hospital in the area with this revolutionary technology.  She has also led the hospital in receiving state and national accolades for offering advanced quality to patients – named as an IMEC award-winner in 2015, 2018 and 2019 for commitment to excellence, as well as receiving The Joint Commission’s Gold Seal of Approval for advanced certification of the hospital’s Joint Replacement Program.   Theresa also led the launch of St. Anthony’s “I Promise” service philosophy, where the patient-centered goals of the team complement the patient-focused objectives of every individual colleague, physician and volunteer. Through this program, Theresa met with each and every colleague as they committed to their “Promise,” reflecting the openness she shares with the staff. Theresa has also demonstrated open communication with area residents launching an “Ask Theresa” communication initiative on the hospital’s web site.

Theresa previously held several positions at hospitals in Illinois and Iowa including Carle Foundation Hospital in Urbana, Galesburg Cottage Hospital in Galesburg and The Finley Hospital in Dubuque, Iowa.  

Theresa is a native of Coffeyville, Kansas. She completed her undergraduate degree in Nursing at Millikin University, Decatur. In addition, she holds a Master’s of Science Nursing Administration and a Masters of Business Administration from the University of Illinois at Chicago. She is also a Fellow in the American College of Healthcare Executives.
